We are defining environmental leadership very differently.  Environmental leadership is the process of tackling environmental problems.  It is about promoting change which protects the environment. Climate change is a particularly frustrating phenomenon as we all know the problem, we already understand many of the solutions and we have the resources to implement these solutions. The first step in overcoming procrastination is to create greater urgency concerning the threat and reality of climate change. This includes determining the current state and articulating the problem.  In his book “Leadership is an Art” Max De Pree asserts that “the first responsibility of a leader is to define reality” (De Pree, 1989). In climate change terms this would include reference to the different dimensions I described earlier such as the context of the challenge. It is also important that there is a consensus amongst environmental leaders on the exact nature of the threat of climate change, the evidence behind it and the numbers surrounding it.  A clear, simple and specific description of the current situation facing us and the implications of not taking action is crucial.

This might involve the use of scenarios that describe possible outcomes if the problem of global warming is not dealt with and help to create the urgency for change.  Environmental leaders will need to raise awareness and increase the priority of climate change. In government this means speeches and education. In business it means communication with employees both formally and informally, and in the media it means translating what is often complex science into credible and understandable journalism or documentaries.

As we wrote at the beginning there is great deal of awareness of climate change and its potential dangers.  This is not the main issue. Rather it is the question of “competing priorities”.  Even if  leaders tell us how important the problem is,  we still need to ensure that this is reflected in the time, resources and policies they spend on it.  The Urgent Rhetoric needs to be supported by Urgent Action.

Environmental leaders need to create urgency, and act in ways commensurate with the scale of the threats we face. They attempt to overcome negative states of fear, inertia, denial or disengagement and replace them with positive states of commitment, service and action.  Yet it is very difficult to create urgency about climate change when the majority of people in those developed countries, who are most responsible for the threat itself, do not see the impacts first hand. It might be that we need a massive crisis like abrupt climate change to wake us up and galvanize us into action.

Until leaders convince their followers that we are facing a crisis of unprecedented severity it will be difficult to achieve urgency, and to justify the scale and speed of change demanded. Perhaps leaders ought to compare global warming to a War and put our nations and organisations on to a war footing. This might involve a more autocratic style of leadership or a mindset similar to that of a wartime government. In this respect some people have advocated a rapid restructuring of the American economy towards renewable technologies similar to the mobilization of American industry to arms production after Pearl Harbour.   Yet war and the risk of attack have proved far more powerful triggers of change than the threat of climate change.  Maybe the “war on terror” might be applied to a “war on carbon emissions” too?

Ultimately we need new types of leaders and new models of leadership.  In this respect leaders will be called on to be more sophisticated in their approach to change. Leaders are generally trained and encouraged to reform not to transform, and to promote linear changes rather than complex systemic change. Consequently we require a wholesale change in leadership education, development and practice which shifts the focus to systems thinking, networking, alliance-building and complexity.
